Who can order?

Oregon is a closed record state, meaning birth certificates are not part of public records for births that occurred in the past 100 years. This means only the following individuals may secure a certified copy of a birth certificate after filling out the forms, paying the appropriate fees, and providing the necessary legal documents and identification:

The person named on the record (registrant) if 15 years or older

The registrant’s spouse

The registrant’s immediate family (parent, current stepparent until registrant is 18, siblings, children, grandchildren, grandparents)

Legal guardian

Legal representative

An authorized representative of the named individuals

A government agent carrying out official duties
